Improve the REST API in order to get only the templates of each scope

In order to improve the performance of our add-on, we can improve our REST API to get the templates associated with each scope.

For example, when we try to create/update our scheduled reports our Add-on is responsible for getting all templates of the user and then will check which one is associated with the respective scope
