As an user, I can't assign permission schemes

The user isn't able to "Assign" any option on permission schemes after the following steps:

1. Create a new Issue Type
2. Assign the new Issue type on the permission schemes
3. After this, assign the template to this Issue type

This case was tested with the following environment:
JIRA Version: 6.3.15
Add-on Version: 5.0.0-j6
