As a Admin, I can set the default Permission scheme

A new option must be created on Permission Scheme screen in order to allow administrators set the default permission scheme.

If Xporter is disabled for all projects and there is a default permission scheme defined, when a project is created, the default permission scheme must be associated to this new project.
