Verify if there's an email configured when trying to configure email Scheduled Reports

Currently, when trying to configure a Scheduled Report with a Send Email option, even if there's no email configured on the JIRA instance, the Scheduled Report is created successfully.
There shoulb be a verification and user notification informing if the JIRA instance doesn't have a configured email, like it happens when setting up a Send Email post function
