With the "Enable All Projects and Users" flag enabled, a non-admin user can´t see the Xporter Single Issue Panel

With the "Enable All Projects and Users" flag enabled, a non-admin user can´t see the Xporter Single Issue Panel.

If the same user belongs to a group or role that is used in a permission scheme for that project, this will not happen.

This is not correct because the flag "Enable All Projects and Users" makes Xporter visible to every user of the instance.
