It's possible to export more than the Maximum number of issues defined

Problem: As a user, I'm able to export more than the maximum number of issues (on XLSX (Current Fields)) defined by the global settings.

Expectation: if the user defines the maximum number at 100 issues when the user tries to export on the XLSX (Current fields) the number defined by the issues should be considered.

Consequences: This feature impacts a lot server's CPU and the admin is unable to prevent server for performance problems especially if somebody tries to export 5000 issues to XLSX
