User Template "Share With X" Capability Broken

When a user uploads a template to their profile, they are unable to share it with a user or group when clicking the icon to select user/groups as it redirects to an incorrect link.

Our JIRA instance can be found at https://our-domain.com/jira while the URL in the popup window is showing https://our-domain/secure...

The problem is that the link is not taking into consideration the "jira/" portion of our base URL.
