We should consider the maximum number of issues defined on global settings

Problem: As a user, I'm able to export more than the maximum number of issues defined by the global settings.

Expectation: if the user defines the maximum number at 100 issues when the user tries to export the number defined by the issues should be considered.

Consequences: This feature impacts a lot server's CPU and the admin is unable to prevent server for performance problems especially if somebody tries to export 5000 issues to XLSX
