Post Function create document process does not include attachments when the option is disabled in Global Settings or in Template Settings

Create a document with workflow post function, with include attachments enabled in Template settings or Global Settings does not include attachments on the document.

The attachments are included in the document only when this setting is enabled on both sides (Global Settings and Template Settings).
