In the Permission Scheme configuration, show all the mappings of issue types to templates

Currently, to show a mapping for a issue type, the user has to select the issue type in the combo box. This improvement is about showing all the issue types to template mappings, there should be multiple lines in the table (one line per issue type) and a column that allows the selection of the template (similar as choosing the projects in the table of permission schemes).
