Export with XLSX still allows exporting more than the preset maximum number of issues

We had disabled the XSLX export option because it was allowing users to export more than the limit we had set (1000).  With release 5.4.2 the XSLX export is supposed to honor this setting.

However, we just upgraded to 5.4.2 and after re-enabling the XLS export I am still able to use Export --> XLSX (Current fields) and export more then 1000 issues.

I would have expected to get a similar message that I get when trying to use Export --> Xporter with more then 1000 issues
