When changing a template scope, we should validate if the template is in use in the removed scopes
If we remove the scopes Scheduled Reports/Workflow Post Functions/Xporter Reports the template might be in use in those export types.

Xporter Reports is referring to the templates used in Scheduled Reports in Xporter Reports mode.
