Move/copy the export functionality to the JIRA native export drop-down.

The new option should be named something like "Export using Xporter for JIRA" and it should redirect a page where users select the template and the output format and in the next step they download the result file.

We can coexist this functionality with the current Xporter for JIRA UI, users who do not like/want the current UI can disable it in the add-on administration.
