As a Jira Admin I want to disable Xporter Project Settings

As a Jira admin I need to be able to enable/disable Xporter Project Settings:

• Upload Templates;
• Schedule reports and within this: enable or disable too "save locally", as well as other options;
• Permission Schemes.
