Performance issues when exporting issues from Agile backlog screen (Xporter Dialog)

Steps to reproduce:

1. Disable Xporter for all projects and user
2. Go to an Agile Board
3. Go to Backlog screen
4. Make sure you have the backlog or any future sprint without any issue.
5. Click on Board -> Xporter

This problem happens when Jira instance has a large number of issues. If Jira instance has few issues, it works but takes some log to get the dialog rendered.

Consequences:

All issues are loaded to memory and causes a Jira outage.
