BulkExport isn't working properly on JIRA Bulk tool

BulkExport isn't working properly on the JIRA Bulk tool.

Steps to reproduce the error:

• Disable the Xporter for all users and all projects
• Create multiple templates on your JIRA instance
• Define a default template
• Create a new permission scheme (example: only for "Bugs")
• Using the Bulk Tool export the permission scheme is ignored

Note: The default template is also ignored with permission schemes defined.
