Xporter is not validating the maximum number of issues on Xporter option inside of Export menu (Issue Navigator)

Steps to reproduce:
1. Select "search for issues"
2. Example: You have many issues (1200111000)
3. Click at option "Export > Xporter"
4. Jira loads all issues data and the performance slows
