Xporter should allow jira administators to disable Xporter - My Exports feature

As a Jira Admin, I should be able to disable the Xporter - My Exports option on the Global settings page.

Xporter must have attention if the JIRA admin disables this Xporter - My Exports button, users won't be able to send the exportation to the background.
