Description
Shared filter does not work when exporting to all users with permissions to it.
Steps to reproduce:
- We are using Jira Service Desk, and you will need two agent accounts to test this.
- Create a group and add both agents to it.
- On the first account, create a filter, which I'll call Test. The search parameters do not matter, but it should return results, presumably some test issues. Have this user edit the filter's permissions and add the created group to the list of Viewers and hit save.
- On the second account, confirm that the account can access the shared filter and see the same results as the first account.
- Upload an Xporter template that uses the filter. For example,

#{end} - On the first account, use the Xporter Reports tab to select the template, generate the report, and then download it. Note that the report includes the filter results as expected.
- On the second, do the same. Note that the generated report is empty
