Structure Report not loading

The reports generated from the structure are being cancelled early in the process due to lack of permissions.

Steps to reproduce:

• Create a Structure Board
• Install a template only with scope STRUCTURE 
• Go to Global Settings and disable Enable Xporter for all projects and all users
• Create permissions schemes for the associated project in the structure.
• Create a new report from a Structure Board
