Admin users are not being able to export tickets from their organizations at JSD when they are not JSD reporters

Admin users are not being able to export tickets from their organizations at JSD when they are not JSD reporters.

Steps to reproduce:

• Create organization
• Add the admin to the organization and two users non admin
• Create tickets with the non-admin clients.

Result:

Non-admin users can export all ticket (even if they are not reporters)

Admin users can't export any tickets from other users.

Analysis Update:

Other users that are added to the organization and are administrators, can export all the tickets. The original admin can't.
