Install the xporter for the first time the templates don't have the output formats defined

When installing the Xporter for the first time, the templates have not defined the output formats.

Step to reproduce:

• Create a new environment
• Install Xporter from the marketplace
• Go to issue search page and try export.

Validate if Xporter is handling issues limit after first installation
