Xporter is not sending emails (Scheduled Reports) - JIRA 8.13

Note: If we send an email from PF or A4J the email from Scheduled reports is sent.

Note 2: Check if the email is on Jira Queue.

Note 3: If we have a send email action and save it on the Jira host, the second action won't run according to expectations.
