As a project admin, I'm not able to access project template store

As a project admin, I'm not able to access the project template store due to the 403 forbidden.

Steps to reproduce the error:

• Logged in with Project admin
• Access project settings
• Xporter Templates page
• Try to load Store

The user is not able to load the project template store with project admin privileges.
