Xporter is not working properly on Global Settings Page

Xporter is not saving settings on the Global settings page:

Steps to reproduce the error:

• Go to the global settings page (Manage Apps)
• Disable the following options
  • Enable Xporter option from Export Menu (Issue Detail)
  • Enable XLSX option from Export Menu (Issue Navigator)
• Save the changes performed
• Xporter will not recognize the changes (they are "Enabled")
