The Scheduled reports list isn't displayed

When the user tries to access the scheduled reports page the table isn't loaded and we get an error in the logs files and the rest request to load the filters.

Steps to reproduce:

• Create a new user 
• Add user as Project lead
• Go to manage filters and remove all filters available to new user
• Go to the scheduled reports page on project level

Actual result

The table isn't displayed and it isn't possible to add a new scheduled.

Expected result

The table should appear without any errors and it must possible to add a new scheduled.
