More than 1000 arguments are passed in selectes, oracle cannot resolve.

When Jira is in the oracle database and more than 1000 arguments are passed in selectes, the oracle db cannot resolve.
The problem is reproduced when the user opens the export dialog.

Steps to reproduce:

• Create 1000 groups and add user to all
• Go to issue search and open the Xporter Dialog
• The dialog displays an error message

Actual Result:

• The dialog displays an error message

Expected Result:

• The dialog displays all templates available 

Workaround:

On Xporter Global Settings turn off the Enable user profile templates.
