Error when downloading Xporter templates from Project Settings

Description
As a user, when I try to download the template in the Xporter menu on Project Settings, I get a new window with "An error occurred while accessing the database".
Re-uploading the template does not solve the issue.
This behavior cannot be seen in previous version 6.9.14

Pre-conditions
Have templates added in a Project

How to reproduce

1. Open Project settings
2. Open Xporter settings -> Templates
3. Click on the cog and download a template

Actual result/Attachments
A new window opens with the error: "An error occurred while accessing the database."

Expected result
Starts downloading the template

• Jira v9.0.0#900003 (also tested on 9.4.6 with same results)
