Non-Jira admins // Project Admins can't search for filters in project level Scheduled reports.

Description

Non-jira admins or Project Admins, when trying to search for filters, are not getting results from the search, as well as don't have access to any filters at all.
They can't search for filters in project-level Scheduled reports.

The search request itself returns a 403.

Pre-conditions

Being Non-Jira Admin // Project Admin

How to reproduce

1. Use a User that is not Admin but Project Admin (with a Non-Admin User and the same result for both)
2. Go to Project Settings >> Scheduled Reports >>Attempt to edit the Filter field
3. When attempt to write for the filter name, it does not appear
4. The filters are not available
5. Attemptthe same step with an Admin User, and it works, the filter is searchable and selectable
