The Xporter Panel on the Issue Details Page often fails to load.

The issue has been reproduced on our end under certain network conditions.

Steps to Reproduce:

1. Open the Issue Details Page.
2. Configure the network to Slow 3G.
3. Observe that the Xporter Panel frequently fails to load.

Expected Result:

The Xporter Panel should load properly
