Xporter Panel on the "Open Issues" Page fails to load

Steps to reproduce:

Scenario 1:
1. Create or open the existing project
2. Click the "Issues" button on the left panel to go to the "Open issues" view
3. Pay attention to the Xporter Panel
Actual result: The Xporter Panel fails to load
Expected result: The Xporter Panel should load properly

Scenario 2:
1. Create or open the existing project
2. Click the Issues button on the left panel to go to the "Open issues" view
3. Navigate to the "Detailed issue" view by clicking the Issue key above the issue summary filed
4. Pay attention to the Xporter Panel
Actual result: The Xporter Panel fails to load (Xporter Panel loads after the page reloads)
Expected result: The Xporter Panel should load properly

Note: The defect is also reproducible on the Jira v8.20.16 and Jira v9.4.2 env, Jira v10.0.1.
