As a user, I have an option in Global Settings that allows anonymous requests to the Xporter Servlet

Version 2.9.5 implements this feature using a java virtual machine argument. We should replace this mechanism with a configurable option in the add-on administration.

Whenever user enables this option, a pop-up message should be shown with the following information and OK/Cancel buttons

"This option will make your JIRA instance insecure as it provides unauthenticated access to all the issues. Are you sure you want to enable this option?"
