As a user of the Jira service desk user portal, I am not able to use Xporter, error "403 client must have sufficient permission to access this resource".

Description: As a user of the Jira service desk user portal, I am not able to use Xporter.

How to reproduce

1. Create a Jira service Customer account.
2. Create a ticket via the customer portal
3. Try to export the ticket.
4. Xporter will give 403 error

Actual result/Attachments

Expected result: Xporter should export the tickets.
