Query new export petitions when the limit of simultaneous exports is reached

Upon reaching the maximum simultaneous export capacity, requesting a new export process results in the following error being thrown:

The objective is to queue new requests while the previous ones are being completed. This approach guarantees that users can continue working and requesting new exports without encountering delays, especially when each export takes several minutes to finalize. The queue exports will be processed in the order they arrive and will remain in the “waiting” status until the queue is cleared sufficiently.
