Unable to export issues via Bulk Change

It is not possible to export issues with Xporter via Bulk Change

Pre-conditions

Set correct permissions

How to reproduce

1. Open issue navigator
2. Click Tools
3. Select Bulk Change
4. Choose issues
5. Select Export Issues (Xporter)

Actual result/Attachments
Not working on Xporter 7.4.1-j11
Getting error: Error! No templates found for the issues selected. This happens because you are not entitled to export at least one of the selected issues.

Expected result
Working on Xporter 7.2.5-j10
