We are unable to add text format(.TXT) templates in Jira 10 and 11 - whereas we can add them on Jira 9

Description

In Jira 10.X and 11.X, if we try to add an Xporter template of text format(.TXT), then it fails to add. However, if we add the same file in Jira 9.X it works without any issues. We encounter an error stating that "An error has occurred while the system is processing the request. Please see the logs".
 

As per the documentation Text File Templates - Xporter Data Center - Xporter Template can be a text file. 

Pre-conditions

Have Jira 11.X, 10.X, and Jira 9.X versions for testing.

How to reproduce

1. Try to add a text file as an Xporter template in Jira 9.X
2. Add the same file as an Xporter template in Jira 10.X
3. Add the same file as an Xporter template in Jira 11.X

Actual result/Attachments

In Jira 9.X the template is added successfully without any issue, while in Jira 10.X version, the addition fails with an error:

"An error has occurred while the system is processing the request. Please see the logs"

Expected result

The template should be added in Jira 10.X and 11.X as it did in the Jira 9.X version.
