Workflow PostFunctions shouldn't validate the permission scheme

if the Enable Xporter for JIRA for all projects and all users option is OFF and there's no Permission Scheme allowing the current User/Project/Issue Type/Template to be exported, the Workflow PostFunction is still performed and the permission scheme validation should be skipped.

The Workflow PostFunctions shouldn't be limited by Permission Schemes.
