Iterations on Header and Footer aren't being populated

Currently, when trying to print an iteration on the header/footer of a template, the data isn't being printed on the generated document.

An example is:

&{for issues|filter=%{${BulkIssueIndex} == 0}}
Release Notes for ${ProjectName} - ${FixVersions}
&{end}

But if the same iteration is present on the body of that template, then the data is properly printed either on the document's header/footer and on its body.
I've attached a working template. In order for it to fail, just remove the mapping from the body.
