Problem table of contents

When I have

&{for issues}

immediately after the table of content without an empty paragraph before the headings, an error occurs genetaring the document. You can see here .

However when I have

&{for issues}

after the table of content with one empty paragraph before the headings the document is properly generated. You can see here
