As an Admin, I can configure Xporter to be available on JSD Customer Portal

A new panel should be provided on JSD Costumer Portal. Something like the Issue detail panel.
A new scope must be created: JSD Customer Portal. Only issues with EVERYWHERE/ this new one scope can appear on this new painel.

Business Logic:

• Action Exporter only must appear when:
  • Option is enabled on Xporter Global Settings
  • Xpoter has a valid license
  • There are templates available
  • User has permissions. There 2 type of permissions:
    • Permission Schemes
    • Only Reporter e Participants are able to see the action.
