Mapping of Issue Types to Templates on Permission Schemes doesn't retrieve the right list of templates

Steps to reproduce: 

• Go to Global Settings and disable "Enable Xporter for all projects and all users" option;
• Create a permission scheme and associate a project to it;
• Edit the permissions of the permission scheme;
• Add two issue types;
• Map two different templates to the issue types;
• Create a bulk export using issue types defined on the permission scheme configuration;
• Both templates appears, that's wrong.

The Mapping of Issue Types to Templates should use a "and" condition to get the common templates between issue types.
