Output dropdown is empty when there is no match between template and allowed output format

Steps to reproduce:

1. Go go global Settings and select csv output format only.
2. Create a permission scheme that only allow a docx template
3. Go to an issue an try to use xporter panel to export a report.

The output format dropdown is empty but the "Export" is enable and clickable.
