Improve Miscellaneous screen.

The Miscellaneous screen must be re-organized in order to be clear and easy to understand the settings grouped by features.

Configuration related to templates is going to be moved to the template level, so this config must disappear from this screen.

The screen must have the following Structure:

• Global Permissions
• Xporter Visibility

ACs:

• Sections that must be removed
  • Output Options
  • Bulk Export Options
• Only 2 sections must appear on this new screen:
  • Global Permissions
    • Enable Xporter for all projects and all users
  • Xporter Visibility
    • Enable Xporter panel on Single Issue View
    • Enable Xporter on Customer Portal Request Detail
    • Enable Xporter on Customer Portal My Requests
    • Enable Xporter on Agile Boards
    • Enable Xporter on Jira Home menu
