As a Jira Admin I want to disable Xporter Project Settings(Xporter Jira Administration)

As a Jira admin I need to be able to enable/disable Xporter Project Settings:

• Templates;
• Permission Schemes.

"It is important to ensure, no project member except regular JIRA admins could access Xporter configuration."

In order to implement this, Xporter will provide a new administration menu called "Project Settings" (we have to define a better name later), and this screen will have a list of all projects. Something like this:

 
 
The message that should appear below the title:
Define which projects will have the Xporter Settings on project level administration. If the Xporter settings are disabled, the Xporter
section won't appear and all the existent settings will be ignored. Learn more (link pointing to the documentation related to this feature)
 

We also need to provide a (dropdown to enable and/or disable all.

ACs:

• The list must show all the projects in Jira
• The table must provide a search box to filter data. and have pagination.
• For each project(row) a toggle must be available to turn on/off the Xporter settings
• Bulk action to disable/enable all projects and the default value for new projects.
