When a user is creating or editing a Permission Scheme, the description field has no character limit

Short Description: Permission Scheme description has no character limit. To prevent this we should add a limit of 500 characters in add and edit modal. We should also find the best way to presenting the description in the list of Permission Schemes.

To Do: Limit Add and edit description field to 500 characters. Fix the show description in the Permission Schemes list.
