When using multiple Permissions Schemes, they are not working to lock templates from certain user groups

When using multiple Permissions Schemes, they are not working to lock templates from certain user groups.

Steps to reproduce:

• Create a permission scheme to allow 2 templates to be exported by one Group:
  
• Create a permission scheme to allow another template to be exported by another Group:
  

Actual Result:

• A member of the Group that is only allowed to export 2 templates is able to export all the 3 templates present in the schemes:
  

Expected Result:

• The user should only be allowed to export 2 of the templates that are the ones configured for his Group in the corresponding permission scheme.
