A user with only project admin privileges cannot install templates from the store in projects

A user with only project admin privileges cannot install templates from the store in projects

Steps to reproduce:

• Add a new user
• Give Project admin privileges
• Login with the user created before
• Go to the templates page under project settings
• Click on the Store button
• Install a template

Actual result:

the request does not finish, if we refresh the page the template appears installed, but then we cannot use it

Expected result:

The template should be installed
