Scheduled Report - "Issue to save the attachment" field editing problem

Steps to reproduce:

1. Create a new report
2. Fill in the Details, Scheduled, and Condition sections.
3. Select "Attach a file to issue" in the action type. Check the "Issue to save file attachment in" dropdown.

Expected result: The dropdown contains the last added issues and can be edited.

Actual result: Dropdown is auto-filled with a random issues. The user can't remove the issue using the delete button. The only way to edit the value is to enter a new issue manually. Auto-completing is not working.
