Export pop-up: Started time is incorrect

The issue is reproducible on the Mac Sonoma 14.7

Preconditions:

• The admin is logged in
• The test plan is opened
• The feature Export Final Name is enabled 

Steps to reproduce:

1. Go to the opened Test plan
2. Click on 3 dots 
3. Open Xporter
4. Click on the < Export> button 
5. Pay attention to the Last Updated, Started time 

Actual Result: 

Export pop-up: Started time is incorrect

Expected Result: 

Export pop-up: Started time should be correct
