Problem with Xporter for JIRA panel on Single Issue View on new installations

On a new Xporter installation, on the global settings the Enable Xporter for JIRA panel on Single Issue View option appears as ON, but the panel isn't displayed on the single issue view. In order for it to be displayed, the settings must be saved once.
